At that age I would suspect shedding teeth that may have the mouth irritated. Get the mouth looked at. Sometimes they don't fall out like they should, can be impacted or trapped by other teeth.

1ST and formost..check her teeth...also...is she out on grass/hay?...this makes a difference...as for shetlands are concerned...i know they can founder on too much grass...so be careful...read up on the breed itself and contact breeders of the breed for specific 'quarks'..as not all breeds are the same..if you think she may have gotten an infection from the cut...call your vet to give antibiotics...and the next time you have a cut...use lime (yes the same stuff you put on the stall floors..but it needs to be dry and clean)..open a fresh bag and put some either in ziplock baggys (mark them) and then use the rest for your stalls...this kills all germs and it heals the wounds...have fun
