I looked a little more into this bleach!? From what I can gather it is used to also whiten the tails of horses, though within no time this will turn to a shade of yellow.? It is caustic on the skin and hair, too.? In fact, during the horse flu here, I ended up with my feet and hands peeling because I had washed them with bleach so much.
It would kill the bugs, but at what cost?? Most horse people consulted said "no" to bleach.? There are far safer options designed for horses and for the various bugs.
From what I know the bleach risk would outweigh any benefits, with certified horse preparations being a much better, safer option to deal with bugs or yellow, discoloured manes and tails.
So far sounds like not such a good idea.? Unless anyone else has further to offer????
Maybe the coconut oil recommended to me here to get rid of lice is a better option for dealing with bugs?? At least the horse can lick at it with no ill effects.? Mine loved the smell, she was licking me all through the shampooing with it.
In the end, bleach would surely break down the hair on the horse as it does when we bleach our own hair.? I think there has to be gentler less risky options than this.?
Animal control officers can get it wrong.? Sounds more like something to clean out a stable with, rather then clean the horse with. :))))

I'm new to horse ownership and everyday I learn more and more how different horses are to care for than dogs.? Some of the remedies and solutions people use for their horses have made my eyes pop but I don't know everything so I ask questions.? I know a guy who?washes his horse with laundry detergent and bleach...yes bleach.??He said that a person from animal control told him it keeps bugs off of him.? Is this true?
