Since you don't know what he has (cold, allergies, shipping fever, strangles) you can't really just treat with antibiotics. If it were to be a cold (usually caused by a virus) antibiotics are useless. Same with allergies. If it is the beginning stages of strangles most vets say not to give antibiotics. Give him a couple days. If he begins to run a fever, to have more nasal discharge, to cough, goes off his feed then have him checked, If it is a cold he will get over it. If allergies there's not a lot to do except make sure his hay is dampened a bit to keep dust down. If strangles or shipping fever he will get worse (although neither one is fatal all that often...they can and do kill on occasion but generally are not a reason to panic) and you should have him vet checked in that case.

I just acquired a miniature horse last week. This guy has really been through it. He has bite marks all over him and has a cresty neck that has broken over. He is very sweet. I got a neg coggins with him and that's all the info I have. He seems to be fighting a cold now. He is coughing and has nasal discharge that was clear yesterday and is yellow today. He also has some discharge from his right eye. I lost my job this spring and can't really afford a vet visit if I can help it. Would penicillan help? If so, do you know how much I should give him? I'd say he's about 200 pound or so. Thanks!!
